Baltimore was a subcontractor with Abt Associates under this CMS
contract designed to: (1) estimate the predictability of
beneficiaries drug spending, (2) assess the impact of drug
coverage on other Medicare spending, and (3) establish the
feasibility of finding a comparison group to evaluate the UMWA
demonstration.
