Description
Utilization
and Access to Prescription Drugs for
People with Disabilities
This
project has two objectives: (1) to examine utilization, cost, and
access to prescription drugs among people with disabilities in
community and institutional settings, and (2) to develop research
and demonstration ideas for improving access to prescription drugs
for disabled individuals.
Meeting these two objectives will help the Department of
Health and Human Services better understand the needs of people
with disabilities when debating a Medicare drug benefit and
refining prospective payment systems for skilled nursing
facilities. We propose to prepare three policy papers,
approximately 10‑15 pages in length (excluding tables and
appendices). The policy papers will be designed to serve as
stand‑alone products for the audiences of federal and state
policy makers, legislators, researchers and/or academics.
The first policy paper will provide a comprehensive
examination of prescription coverage, use, and cost for
noninstitutionalized functionally impaired elderly and under-65
disabled Medicare beneficiaries.
The second policy paper will
focus on drug use and cost among institutionalized Medicare
beneficiaries in various long-term care settings.
The third paper topic focuses on comparing costs of
prescription drugs used by Medicare beneficiaries in institutional
and community settings.
