Francis
Palumbo, PhD, JD Professor and Director of the University
of Maryland's Center on Drugs and Public Policy. Dr. Palumbo
is a licensed pharmacist and practicing lawyer who applies
both skills to his work on prescription drugs and public policy.
He received his BS in Pharmacy from the Medical University
of South Carolina, and his MS and PhD in Health Care Administration
from the University of Mississippi. His law degree came from
the University of Baltimore Law Center.
In
1974, Dr. Palumbo joined the faculty of the University of
Maryland where he teaches in the School of Pharmacy, and in
the School of Law. His seminal work includes the early development
of the drug use review process now federally mandated for
all Medicaid programs with prescription drug benefits. He
has been the principal investigator on major federal research
grants, including an examination of antimicrobial use in residents
of long-term care facilities in Maryland. Dr. Palumbo has
numerous journal articles and presentations to his credit
and co-authored a book on containing costs in third party
drug programs.
He
recently appeared on the PBS Newshour as an expert on mergers
in the pharmaceutical manufacturing industry. His breadth
of knowledge ranges from pharmacoeconomics, pharmacoepidemiology
and health services research to food and drug law. He is an
active member in several national professional organizations,
including the American Pharmaceutical Association where he
served as President of the Academy of Pharmaceutical Research
and Science.
