Dr. Mullins is an Associate Professor and Chair
of the Pharmaceutical Health Services Research Department.
He received his BS in Economics from M.I.T. and his MA and PhD in
Economics from Duke University. His
research and teaching focuses on pharmacoeconomics, pharmaceutical/health
outcomes research, pharmaceutical pricing, and economic analysis of the
pharmaceutical industry. He
authored a review paper and manuscript on Pharmacoeconomic Guidelines for the
PhRMA Health Outcomes Work Group and subsequently published several articles and
book chapters on the topic. The results of his recent study on pharmaceutical
expenditures funded by HIAA and the BCBS Association was published in Health
Affairs.
He is author/co-author of numerous articles on pharmacoeconomics, outcomes
research, and pharmaceutical policy and economics in journals such as The
American Journal of Managed Care, Cancer, Chest, Gynecologic Oncology, The
Journal of Trauma, Pharmacoeconomics, and Social Science & Medicine.
Dr. Mullins is a member of the Maryland Health Care Commission Hospital and
Ambulatory Surgical Facility Report Card Steering Committee.
Prior to his graduate studies, Dr. Mullins was an Actuary and Market
Researcher for the John Hancock Insurance Company.
In 2002, he was the recipient of an Outstanding Service Award from the
Drug Information Association (DIA).
